Griefers in ranked games

Good day to everyone,

Wanted to ask explanation from Riot management on how they deal with griefers in ranked games.

I will give an example of my last match, where kennen was on top lane against nasus, after dying 4 times, our kennen started spamming surrender vote even tho all other lanes were doing good. After every one has declined to surrender, our kennen started running down other empty lanes trying to evade any type of interaction with enemy team, refusing to defend inhibitors or tier 3 towers, simply going in jungle or empty lanes, making sure that he is not afk, and kept spamming surrender vote. In the meantime Nasus rams his way through top lane, other team members trying to defend as much as possible but as a result leaving their own lanes. We obviously lost this match to free farm Nasus.

So question is: How to deal with this type of players, since there is no proper punishment on them even when they are reported.

I had number of cases where people were behaving similar way, giving up on the match because the laning phase didn't turn out to be in their favor.

To be honest, i am sick and tired of playing games and praying that my teammates will be somewhere near grown up people not acting like little children who didn't get the ice cream that they demand.

Why do i have to keep losing my LP and time because of some one deliberately throwing mach and not even being punished by the end, because as i understand for the punishment system it doesn't really matter what you do during the match as long as you are not "toxic" and not afk.

I am sincerely looking forward for some sort of update on this issue and would highly appreciate if someone from RIOT Games would take this topic seriously,
