AFKers and Kicking Players from Game (and then some)

Alright, so in between military deployment, work, and school, I've played League of Legends for the better part of the past five or maybe six years. I'm not a competitive player, I hardly have any ranked matches, I've only dabbled in it a little bit. However in terms of general playtime over the past several years I've noticed there are three glaring issues that can detract from a game, AFKers, Overly toxic players (trolls), and then the voting portion of the surrender system. I've considered some ideas to fix these issues and would like to hear what people think.

First issue is AFKers, people that either never connect to the game, connect get bored and quit after a couple minutes, or people that straight out get fed up and quit (often as a result of trolls more so than just getting beat on its own). To combat this, strict penalties have been put on people that leave games to discourage it, but if someone has bad internet or they live in an area that frequently has random unannounced blackouts or other such factors, the penalties make it so the person really is just wasting their time trying to play because for one thing, they're only harming their team, and second the penalties make it so that on a good day they can't really get much out of the game due to penalties from the bad day. What if there was an in game system to assist teams that had a player go AFK to at least alleviate the headaches teams deal with? For example, when DOTA was a big map on Warcraft 3, I was also frequently playing the map hero wars which was also a 5v5 hero war but with only one lane. That map had a system that if someone were to leave the game, the team the person left from would receive increased gold at a rate that didn't completely make up for the person leaving, but helped to keep the team competitive. I think incentives such as increased gold on teams that had a person leave or increased tower/minion strength or health (to provide more time for teams to come to the aid of a tower when they only have 3-4 players versus a full roster), or reduced resurrection times for the team. To keep teams from abusing these futures, perhaps a voting system could be implemented that would permanently disconnect the AFK player from the match in order to receive the benefits... This would stop teams from having someone leave a match to get the benefits for a short time, then reconnecting and finishing the game.

Second issue is trolls. I've seen many games absolutely ruined by toxic players. Players that either feed the enemy team, or constantly harass and trash talk other players, or a combination of both. I mean you could certainly report these players at the end of the match, but sometimes you wind up waiting through a game that can be an hour long before you're able to report this. By that point the game's long since been ruined, you're in a foul mood and probably don't want to play another round. Many teams would certainly rather play without these players and just run a 4v5, but have no choice in the matter. I believe that having a method to kick players from a game (and keep them out of the game) would give teams a breath of fresh air. After all, it's the team that's being hurt, and it's the team that takes the pain of a toxic player. I think kicking toxic players from games would shape up people's behaviors a bit more than simply reporting them at the end of a game. The player still got to play the game and enjoy it... and if their account gets banned, they'll just go play a new account.

Finally I'd like to discuss the voting system on surrender. I understand the 4/5 vote deal, but what frustrates me is that when a player doesn't vote, their vote is automatically considered a no. Meaning if a player is disconnecting and they haven't been disconnected long enough to have officially been recognized as 'afk' by the game, they'll still count towards the 5 people voting. One person will vote no, and the game counts the afk vote as a no even though it never voted. I'll see a surrender vote fail with 3 to 1 (or even a 3 to 0) quite frequently because the fifth person didn't vote. If the person didn't vote, their vote shouldn't be counted.

These are the most glaring issues I can think of in League and contribute to the frustrations that push away a lot of new and casual players to the game. The Tribunal system certainly works and people do get punished for their misconduct, but I think that having some more immediate tools available to help teams suffering from these problems would really make a world of difference. Imagine only having only a couple hours of free time to play, and you lose a whole hour to one of these trolls, it is rather frustrating knowing you only have one or two games left to play and you didn't enjoy the one you did play.
