Players that intentionally throw without feeding

I'm honestly getting sick of people that complain one kill gets "stolen" so they afk at the base for the rest of the game, This happens way too often, are the punishments they get not enough?

What's worse is that the community is so terrible that the team winning because of the ordeal doesn't want to report because in their eyes the person was a "good sport" for letting them win. So then this player will go on without punishment to do it in more games...

Are reports not even bothered to look at if just 3 people report one person? I'm seeing this happen one in every 3 games I play and it's nervewrecking, heck, it doesn't even have to be on my team... The win I would get from something like that feels so less... rewarding.

I get told so many times "If the person doesnt get banned they will just drop below your league and you wont see them anymore" but the issue here isnt that its just one person thats doing it, its the god awful amount of people that do this, I feel if there was a harsher punishment people wouldn't be so inclined to do it as much, I can take my brother for example. He's had 2 accounts banned and He's still getting reported on his new one, I refuse to play with him completely because of his attitude but when you go in queue to be matched with 4 other people it's not as easy to be like "okay what's this guy's personality, If he does one little thing wrong will he flip his lid? How Volatile is he/she? Are they sensitive to jokes?"

I for one think the punishments should be a little more severe for these kinds of actions. You can't prove someone AFK if they are running around the base typing all game and not doing anything, and technicly they aren't intentionally feeding, So what would be done about it?
