Banning accounts

So i had my account banned almost 2 years ago, i have no problem saying that i flamed and i was toxic, i feel a little ashamed of course for flaming and saying somethings to some people because of a game, but i very competitive person i think that is something not to be ashamed for. Anyway, what i was thinking about some days ago was why instead of banning accounts from people that putted a lot of time and effort on that account, why not for example ban them from chat a year or 2 or something like that if the person is flaming and being toxic. Whats the difference of that or just muting everyone in the game?? If the person troll and intentional feeds why not ban them from ranked a year or something like that? Why not giving them punishments like the ones i said? I think that perma bans should be only given to people that cheat, in my opinion flaming per example is a think a lot of competetive persons do, in my case at least. A lot of persons put a lot of time in this game and money, and to lose everything when they did not do something that was unfair to others or exploit something out of the game to win thats ban worthy, I dont think talking should be a reason to perma ban someone when they can just ban them from chat, easy as that. I know that Riot gives us a lot of chances to open our eyes and see the shit we are doing, but a lot of people only learn when something really bad happens. This is just my opinion and i hope that Riot thinks in solutions like this to try and fix some bans or suspensions, I´m sorry if my english was kinda bad, but i just wanted to leave my opinion on this matter.

Because when they did long term chat restricts and what not, people went to gameplay toxicity when the couldn't be verbally toxic.

"Then just ban them for gameplay." Most cases aren't really cut and dry. Did they do it on purpose or are they just performing poorly?

Long time bans are pointless. If you show no effort of reforming after a 14 day ban its not expectable to see results after a longer time. You now saying you improved is most likely not a sign of the long time but more of the permaban.
