For any Red out there. Played a game today with a Gragas that intentionally walked down lane and fed opposing adc 4 kills to start the game. This player also swore up and down the wall. Is there anyway to provide additional reports or bring more light to this player's behavior outside of the normal end of game reporting option?

Just report him in game for both feeding, and offensive language / verbal abuse.
He will get dealt with fast I really hate players who do this like in Prime World (Your Jungle is supposed to stay in lane duo until level 6.) Come on...
