12 Year Old Users in Games?
If a user states they are under 13 in game, is Riot obliged to ban the account under COPPA laws? I'm also wondering what report category you would file that under if so.

Mate, did you lose a game to a guy who said they were twelve or something? I know a few kids who are twelve, and some of them demonstrate more maturity then any other person of my age. For privacy reasons I'm gonna give you a general range of my age 14 - 18. You sir, seem to be less mature than said twelve year old. You are trying to get someone banned and finned for stating that they allegedly are of twelve years of age. There is no hard proof of this. In my games I've had people say they were 7 years old for gosh sakes, are they really 7 or just joking? The absurdity of this entire thread is insane. Even if they are twelve they could be gotten parental permission. Also age is just a number. Judge people and decide to report them based on their actions and words not on their age. Based on your post, it seems that the person has committed nothing wrong and you just jumped at this opportunity to get them banned due to them destroying you in a game. I know this as it is evident there is a personal problem and if they had exhibited toxic and or inting behaviours you would've added the information into this thread. Just let it go.

Who is prosecuting these individuals? Why? With what resources? With what proof? You'll also need a court of law to take this case - good luck.

Here's the answer you're looking for. The COURT assesses the penalties based on what has been violated and how badly. It's not a flat rule of "welp, we're taking every penny from them" or no company would be in business. If someone, say, sold the names, addresses, telephone numbers, social security numbers, school, hair color, eye color, height, weight, etc. to sexual predators, they would likely be held to the extreme.
What information does League of Legends require? A username, password, e-mail address, and date of birth? How bad is that? If they're under 13, they can't even sign up, so it's clearly the end user that is at fault, not the company. How the hell are you proving these individuals are under the age of 13? What's more - what happens when the 13 year old lies? A company is held accountable for the actions of someone else using their free product after signing a binding legal agreement? Since when? Is the minor now held accountable for a breach of contract and tried in a court of law for wanting to play a video game?
This honestly sounds like someone gave you the line of "must suck to lose to a 12 year old" after you insulted them or something along those lines, and now you're all upset and looking to "seek vengeance!" or something on them by banning their account. Muahaha! Flex your almighty adult powers! I'd highly recommend letting sleeping dogs lie, and not trying to pursue this. If you're really upset over playing with 12 year olds, that sounds like a personal problem (ageism, as ridiculous as that sounds). I've known people of many ages from single digits to senior citizens that have showed both aspects of maturity. Some of my friends have younger children that I would trust leaving a pet with for a weekend. Some of the people around my age group (mid-20's) I wouldn't leave a sandwich behind for 5 minutes with. It's all about how you act and want others to perceive you.
