No you will not receive rewards when they are distributed.
However, hope is not lost.

If you received a chat restriction and were knocked down to honor level 1, then they are giving you a chance to unlock rewards in February 2019. Make sure you are honor level 2 by then. Good luck! I'm sure you can do it.

I believe you have to be at honor 2. But who knows, if they haven't given out ranked rewards yet maybe you can sneak it in before the system finishes checking. Play more games with honor!

Will you get it when they award it around end of november/early December? No I don't think so.
BUT.... Riot is adding a one-time check in Feb 2019. IF YOU DID NOT GET A 14/30 DAY SUSPENSION OR BOOST/ETC. Get to honor 2 by then (which is easy for you) and you'll get it come Feb 2019.

It's not a "manual" cut-off where someone has to flip the switch and he might be late for a few hours. If it is programmed to cut-off at midnight, it cuts off at midnight. There's no such thing as "system delayed" while it's checking for ranks and honors. The delay in ranked rewards being given out has nothing to do with the player account database snapshot being captured at the exact end of season time.

I've actually got some good news for you! Anyone who was below Honor level 2 by the end of the season aren’t able to earn rewards. Cases of cheating and MMR boosting are also stripped of rewards. You can find the announcement here. You can still earn rewards on this account for future seasons, but the same rules will apply.
However, as a one time only for the 2018 season. If you are honor 1 or 0 when the season ends, have only been chat restricted, and have not been cheating or MMR boosting, you have a one time chance to reach honor 2 by February 11, 2019 on the same server you were gold in. If you are able to do so, we will be doing a re-grant of end of season rewards for everyone who reforms.
