Solutions to Trolling in Champ Select?

Recently I've had multiple run-ins with duo/3-stack queued people that go out of their way to target and harass players. With both times it has happened to me, they have banned my pick (I was in the support role), one of them was bot, and the other is usually jungle, and would declare that they were playing support, and would refuse to give me any other choice. The first time this happened, I just dealt with it, played jungle, and reported them later. However, during the entire game they made my life absolute hell. They were constantly flaming, stealing farm from me to set me behind, so on and so forth. They even went so far to claim I was flaming the entire team and tried to call for the enemy team to mass report me. I DO NOT want to have to face an issue like this again, and just recently a similar situation started up in champ select. I dodged, I didn't want to live through another 30 minutes of absolute hell just to get a report to go through. They have enough to hold the game hostage, then ceaselessly torture the player they targeted. Why isn't there an easy way to deal with this? It'd be heavily appreciated if Riot were to take into account that dodging isn't always just a move that should be punished, it'd be appreciated if there was an easy way to deal with trolling that takes place IN CHAMP SELECT, that way no one has to sit through a game with trolls on their team that they caught onto early. It's a waste of time for everyone involved, and ruins the fun of games that it happens in. Perhaps a post-dodge report window, so when dodging a person could explain why they did so, and explain who was creating issues? Sorry if I sound frustrated, it's just really killed my will to play solo queue lately, even in norms.

Players will not be punished for a gameplay offense such as trolling if all they did was commit a chat offense such as flaming, threatening, demanding, being a jerk, etc.

So what's the solution? You call their bluff. 90% of the time, they'll play their assigned role and you'll have a game, and you can still report them for their pregame chat after the game. The other 10% of the time they'll actually troll in game, which means then they have committed the offense of trolling and you can report them for that.

No, Riot will never give players the right to decide who their teammates are beyond the "premade group" feature that already exists. You want one example of why? Try and get a new friend into CSGO. See how many games you can complete with them. I suspect it'll be about 0, because your friend is going to be vote kicked the second they make a mistake because the team is fucking each other over.

And no, Riot will not decrease dodge penalties. Dodging is NOT a way to "redo" the matchmaking. Period. Full stop. It does not matter that you don't like what your teammates are doing. Those are your matchmade teammates, and you are stuck with them for that game. Dodging is not a supported "tactic" at all and never will be, for the exact reason that people like you will dodge for inappropriate reasons.
