When is the Best time on euw to get into ranked and make some loose their promo's ?

Im sick of normals with their Throwing premades. Match1: 2 Premade, Rengar dies once -> throws Match2: 2x2 Premade, Ezreal dies once -> "bronze noobs" throws Match4: 2x2 Premade, Sivir dies once -> "i cant farm" throws

and yes Match3 i got matched with Silver 4 to Bronze 5 mates and it was fcking awesome and then came match 4..
