Why do people get away with trolling several games in a row before any bans?

Im so sick of this. Why do people who intentionally feed then go AFK not get banned? If someone is doing 0 damage in 30 mins but they're not disconnected all while intentionally feeding how is it not enough to notice they're trolling? I had a thresh in my game just now walked to lane lv 1 no items and was afk under turret all game moving a little occasionally to not get afk warning. He fed a few kills before going afk at 20 minutes while also not surrendering. I checked the match history and he's been trolling HARD. The game before this one 0/14/2 in 19 minutes. Someone please explain to me why its okay to completely ruin a game like this?

Because Riot doesn't give a shit personally about it, they have nothing but bots looking through reports, it takes us actually showing these assholes off on Reddit or someshit before Riot actually gets off their asses and does something.

Its not that its ok to troll, its just that the automated system can't tell if someone is trolling. It will view what that Thresh did as "just a bad game". It will take a manual review for someone like that to be banned.
