Im not very sure how the sistem works but I got a 15-day suspension and I didnt even get the chance to explain my actions ... its going away in a few days and i didnt mind it a lot cuz I understood the reason but I think it`s better if players get the chance to explain themselves and why they wrote what they wrote or whatever they did wrong

First off, it's a 14-day ban. Secondary, you don't need to explain your reason of why you did what you did. Because regardless of the reason, you're not supposed to be negative, toxic, or inflammatory in general. So no matter what your reason was, it's still a punishable offense due to the fact that you agreed to the Terms of Use that you will not be negative, toxic, or inflammatory. Context does not matter.
Play the game. Mute the toxic players. Report the toxic players. That is your only purpose here.
No matter your "explanation", the punishment will not change. There is no "valid" reason to be toxic.
That being said, if you truly think there is some mitigating factor, you're free to submit a support request to Riot, who will review your request.

You’re free to explain why you said what you said. I think it’ll help you identify when that might happen again so that you can avoid it in the future.
Keep in mind that you’re on thin ice after a 2 week, but you can get your account back into good standing by playing games without negative behavior.
