Have you encountered a lot of smurfs in low elo?

Just played against a jungle Udyr with 140 farm in 18 mins in blind pick. He was everywhere on the map at the right time. Counter ganks, counter jungle by warding my camps and predicting where I was going everytime. He hardstomped all lanes too. Only silver 3.

But I have played many silvers and gold players. None of them even close in terms of game knowlegde and timing.

Are smurfs a problem in general?

Well in ranked they climb out of the lower elos quite fast if they are good anyway. So why would they ever be a problem? Even if when leveling an account you meet some people that hardstomp you what's the problem?

Depends on the point of view and on riots matchmaking.

I rarely meet newbies. Most players seem to be low elo smurfs out of silver and bronze. They know the game but have another account. Maybe smurfing [even makes not much sense], maybe banned. The matches for real beginners are really difficult then but maybe the system does detect smurfs and put them with others.

But blindpick is bad. The players there are not really nice and seem not rare almost tilted before a match begins. And this as players around lv10. I can only hope that newbies get not matched with them.
