REPEAT OFFENDERS WHO GO AFK AND NEVER JOIN

I am looking at certain players who have a record of going AFK and DCING. If these players have a history, meaning they are queing into a game knowing that they have connection problems or they are trolling. If there is a history of a player leaving a game . . . . even in the same day they need a temporary ban and then permanent ban if they continue to do so. If this was a ranked game I would be way more upset. It's annoying to get harassed by a cocky enemy team because we have a high schooler whose balls have yet to drop queing in a game and never showing up.
