Who gets the written email warning notice of possible permabanned?

I am really curious how Riot decides who gets an email of possible permaban and who like me, after playing for five years almost daily, dealing with Riot hiccups and slipups, actually spending money in the game for the purchase of Riot points, never cheated, went afk, quit game, threatened anyone, never cheated or used any kind of program or script is permabanned at the end of a game where it was obvious I was set up by a team of people who’s intention was to report people. How is that fair or just?

If you've had a 14-day ban before, it clearly states that your next punishment is a permaban. That's your warning.

If you've skipped punishment tiers cos you were extremely toxic, then ... I guess you deserved it.

If you used an ELO booster, those guys like to use scripts, and there's no hiding behind that.

If the account was just locked for security reasons or a chargeback, then you can get the account back by writing to https://support.riotgames.com

What warning email do you mean, the only guaranteed warning is a 14 day ban. There is no, oh you are in danger of getting permabanned, email.

Ive seen one email ever of my leaver level and i think it was one telling me it was lower than before not going up
