If a toxic player reports another toxic player what will happen?
Also If a toxic player submits a report to another player will it actually like be considered? kind of curious

If a toxic player (A) reports another toxic player (B), then the IFS will review (B)'s behavior and punish accordingly.
If a toxic player (A) reports a non-toxic player (C), then the IFS will review (C)'s behavior, and if it finds nothing to punish, then it won't punish (C).
It works pretty much the same no matter how you slice it; anyone can report anyone else without having their reports diminish in value for any reason, and the IFS will only punish if it finds sufficient misbehavior in the ensuing review.
If you report someone, the game gets flagged. Doesn't matter if you are non toxic, toxic, the ghost of George Washington, or an Alpaca.
Yes. Everyone is judged by their own actions, regardless of who submitted the report.
they both get banned and we, the real league players, don't have to deal with them until they make a new account
If toxic player B is in a premade group and they all gang up on moderately toxic player A who is just standing up for himself against all the toxic abuse coming from toxic player B and his premade friends, then player A will definitely be punished severely and player B will have absolutely nothing happen to them. Working as intended.
Both will get chat banned if they been long enough toxic in chat*[zombie-brand-mindblown]*
