I was perma banned almost a year ago for toxic behavior ad since feel that I have reformed but there is no way to show my progress to have my account unbanned. I feel there should be a way to show you're progress and prove your good behavior to get your account back.

Unfortunately the chance to do this comes before a permanent ban, not after.
Riot is running / has run an experiment with banned players returning, but I'm afraid they haven't announced any results nor any plan to announce results. My in-every-way-unofficial guess is that if the experiment is a success, they may be more open to exploring this possibility, but I wouldn't get your hopes up.
It's a permanent ban, as in "you've used up all of your chances, there's not a snowball's chance in fresh monster hell you're getting this account back, it's gone, and we would like you to take your business elsewhere".
If you've reformed on another account, great, good for you, keep that account in good standing. But don't think that you can use that as a means to get the permaban on your first account removed.
That just ain't gonna happen.
