Funny enough, it's only "impossible" to regain Honor Level 2 if you're not honorable. Plenty of people have cleared the gap after a punishment with little difficulty, so, if it so happens that someone isn't climbing Honor - they may want to take a minute to look at themselves.

If you're stuck below honor 2 and haven't progressed, then you're doing something to inhibit your progression. Being negative can slow or halt your progress, and as you know, punishments will decrease your honor.
If anything's going to blow up in Riot's face over their moderation of the game, it won't be the honor system.
It will be how little it takes for someone to end up permabanned, which makes them more toxic while dumping them on new players, driving them away. No game that consistently drives new players away like that will survive long term.
Haven't season rewards always been locked away for players with recent punishments? At least the new honor system demonstrates the process of reformation.
