How come riot allows perma banned players to make new accounts?

Honestly, I never understood why permanently banned players are allowed to even make new accounts. If they are toxic enough to get permanently banned, why do they get a fresh start and play again? They will just ruin more games for more players. Sure, they might lose some skins, but for people who don't spend much money, they couldn't care less. Just enforce an ip ban of some sort. If you're letting players make new accounts, might as well make perma bans appealable.

Most players that get permabanned, while clearly hard headed, finally get the point when they are permabanned and don't want it to happen again so will improve their behavior the second time around. People like tyler1 are extremely rare (the ones that get permabanned multiple times); however, even for them it is very difficult to impossible for Riot to maintain a 'player ban' on them. Simply doing an IP ban sweeps up innocent victims along with them very easily, such as taking out entire dorms. IP banning is easy to circumvent too, so all it really does is hurt lots of players that did nothing wrong.

You realize that that would do nothing correct? Changing your ip address is incredibly easy to do.

wow this coment is as dumb as it can get. 1st cry less it's internet and noone rly gives a shit about you! so neither should you. 2nd it is impossible ban someone permenatly, even if the were 2 use the network card MAC the are ways to fake it(and this is far beiond simple ip with a 5E/month VPN can change easily)

IP bans are no good. some people play from internet cafe's or from a friends house. or in my case, the way my internet is setup i can change my ip with the push of a button. and someone else gets my old ip.

Because those players want to reach level 30 faster so they can play ranked again, and they also want all their favorite champions, rune pages, and probably skins too, so they're gonna end up buying boosts. Honestly, I bet you if riot instantly banned players that bought the 30-day XP boost 90% of them would be previously banned IPs
