What is "known" isn't always true. We see the world through negativity bias, confirmation bias and selective perception (to name only a few)... once you step back and try to look at it objectively, the majority of players you meet are neither positive or negative. For me, I know that a huge amount of players I'm playing with isn't even writing anything at all.

Your perception is flawed.

RIOT gets to decide what is and is not punishable. But Riot will listen to the community and sometimes take suggestions to what is not wanted.

For example, the League community has said they do not like it when people threaten to report. Riot agreed and now punish people for that. However, I have seen that there are a lot of folks who play League that want to report people who refuse to chat. Riot, to my knowledge, has never punished someone for refusing to chat (and considering some of the things people do say in chat, you can't really blame people for not wanting to use chat.)

Game developers who do not listen to their customers risk losing customers in droves. But sometimes, customers are not always right. A balance must be maintained.
