Player moderation and behavior

Thanks to a previous post I've made and the ensuing discussion; I want to bring a topic of discussion up regarding chat and toxicity, etc.

From not only reading the replies in my previous post but seeing many other posts of players in similar situations (i.e. being suspended or banned for one questionable thing or another), my follow-up inquiry to the community and to Riot is this:

Why have an in-game chat at all?

I've seen people be toxic, feed, go afk and do all sorts of things to make the game worse for other players over the two years of playing this game.

The resounding resolution I've seen to this bad behavior is: Don't talk to them in chat, don't express yourself in chat, don't banter or joke or say anything at all that could even remotely possibly be construed as flaming or toxic or non-PC

So again, why have a chat room in the game at all? It seems like every other month or game season, there's something else that's bannable/reportable offense (I was just banned apparently for "asking" for reports on toxic players/feeders, something I did not know or was not informed about that is bannable now).

And of course probably the BIGGEST problem (since toxic players are mutable) really are AFKers and people intentionally feeding or trolls; something that the current system apparently does not really catch properly. I've seen trolls and feeders ruin hundreds of games I've been in, and when told to stop or get reported, they continue without repercussion.

Hasn't anyone wondered why exactly there is a chat option with a built-in, pre-selected filtering system for bad words, etc, AND a mute button, yet venting your frustrations or even asking other players to report "that troll" is now an instantly bannable offense?

All games should have a chat system.

Just because you break the rules does not mean the chat restriction should be abolished cause of your actions. The mod said you had 2 different chat restrictions in the entire last month. 2 in which you lied about clearly because I doubt many people can forget two restrictions they have had in one month just so recent such as "last month". I'm willing to bet you were more than toxic, and would be lying to say you weren't.

Anyhow, games should have a chat. Obviously it helps with communication because not everyone can hear, not everyone uses a headset or speakers to play and follow pings, and not every player uses "smart" pings. Also, chat can be fun as well.

I just think the system should be changed a little for example instead of a perm-ban, how about a 1 year chat restriction, or a perma chat restriction that can only be lifted after a year of not being reported? How about Riot implements that and saves permanent bans for feeders, trolls and afkers? Not all toxic people tell others to go kill themselves, or call others bad names, but are toxic in different ways to a lesser extent.

I feel the US is pretty soft. If you think someone telling you that you suck is bad, you should join the army, spend just a day in the army because you're going to hear a lot worse from your drill instructors. You should join a sports team and when you have a terrible game, you're coach is going to let you know it. This should be encouraging to you and make you play harder.

But yeah, I'd argue League should just add new punishments like perma chat restriction ban punishments that can only be lifted after a year of not having a reportable offensive game or something.
