IFS in lobby

I'd like to suggest an IFS in the lobby. If someone is already spamming "kys" and racial slurs, you shouldn't have to play 30 mins with them, or have to dodge. Yes, you can mute, but when they're already this toxic and immature, the odds that they'll troll are very, very high, which is why I want to propose an IFS for lobbies. Here's how I think it should work:

1. If someone says one of the zero tolerance words, the queue disbands/is able to vote on whether or not to disband
2. The penalized player will be penalized as if they had lost the match
3. Penalized player will instantly be banned/chat restricted, and cannot be matched with anyone in their previous queue
