Does Chat Restriction Also Restrict Mastery Points and Grading?

I just noticed since I've gotten the 10 game chat restriction, my grade has been nothing but a blue spinning circle. Is this because of the restriction or just a glitch?

Edit: Okay, I saw the Hextech thing. Does this only apply the the 10 games or is my account now permabanned from a system for getting a single infraction?
