I think that it needs to be worked on. I just got chat-banned for saying the f-word 1 time, because the person on my team whom was my support was intentionally feeding and being toxic towards me within the first 5 minutes of the match.
If all you did was exclaim "fuck" once, with nothing else about it, then you wouldn't have been punished. So, I'm gonna go out on a limb and guess that you said something more along the lines of "fuck you" to your teammate.
Them being toxic and breaking the rules doesn't give you the freedom to do the same yourself, and beyond that, flaming them and getting agitated at an intentional feeder/troll is literally giving them more incentive to troll or feed.
I repeat: Flaming a troll or intentional feeder is only going to give them more reason to troll or feed. They WANT you to flame them. DO NOT give them what they want.
That's all I can really say without seeing your chat log, so if you want to have your chat peer-reviewed, I'd advise you to post your full, unedited chat log so we can point out where exactly you went over the line.
They didn't receive any punishments for the way they were acting, or the things they were saying...
You don't know whether or not they received a punishment - if you only reported them for flaming, they could have simply gotten a chat restriction, and you would be none the wiser. If you reported them for intentionally feeding, they're not going to get punished immediately - it takes time to investigate to make sure that they were feeding.
On top of both of those, the Instant Feedback Report is really, sorely unreliable, and isn't a good metric to use to determine whether or not a player was punished.

Yes, you will get punished for your own actions if you break the rules, regardless of whether or not someone else was breaking the rules as well. It doesn't suddenly become a free-for-all where there are no rules when one player starts acting out.
I wasn't even being toxic that game. I simply said something about them feeding with the f-word in my sentence.
You don't need to be toxic to break the rules, and beyond that, your accounting of the situation is suspect. If you want to prove anything, you'd have to provide your chat log(s).
But im guessing because my honor level was so low i got banned again for it.
Your Honor Level has no bearing on the likelihood of you receiving a punishment.
I always report people for intentionally feeding, and being toxic and ive only gotten the "A player youve reported has been banned" (that kind of message) 2 times.
As mentioned before, the Instant Feedback Report is unreliable. It's meant to be an infrequent reminder that your reports matter, not a message to indicate that you got someone punished.
...which by the way is in the dictionary we give children. I had just gotten my honor level back to 1 and was playing my main (Bard) And then i get banned for using a word that is in the dictionary given as a child.
If you're saying "f-word" as in "fuck", it doesn't matter if it's in a dictionary or not. (And besides, it's doubtful that a child would even bother to pour through a dictionary of all things.)
"Fuck" is not a holistically punishable word. To quote Eric Cartman of South Park: "Fuck, fuckity fuck fuck fuck." You can say it however much you want within reason (so, don't spam it), but if you level it as an attack at someone else, like saying "fuck you" or "go fuck yourself", or "you fucking moron", then you'll get punished.
But, if you're saying "f-word" as in the homophobic slur...You can't bring up any valid excuse for that. It doesn't matter if it appears in the dictionary, with a current or archaic meaning, or anything else you can come up with, you should know better than to use hate speech.
Its such and upsetting thing that i can get banned for one word but the 1500 other people who consistently make racist remarks and other things dont.
And do you have proof that those 1,500 other people don't get punished?
