I am excited about changes to the honor system and I can't wait for RIOT to show us what they are really going to change, but I thought I'd make this post to put forth some of the things I would like to see in a reworked Honor System!

  1. Rewards for Being Honorable One of the problem RIOT pointed out about the old honor system was that it only really honored a small percentage of the population. I'd like to see something that your average player can achieve without having to be part of that small percentage, something that leaves open the possibility of achieving greater rewards. For example, players that don't do anything to get punished can be rewarded too and players that receive a little bit of honor can be rewarded. I'm not saying that the small percentage can't have their rewards too, but rewards for smaller amounts of honor play an important step towards earning more honor even if some of those rewards become commonplace. After all, shouldn't we expect everyone playing the game to be somewhat honorable? How have we lived with a system that only honors a small percentage of players and reinforces that idea that being honorable isn't for everybody?

  2. Acknowledgement to Players Who Give Honor Players currently receive positive reinforcement for contributing reports that result in players being punished (which, tbh, is a really messed up thing for RIOT to do). What I want to see is positive reinforcement for contributing to a player receiving a reward for being honorable! A little, "You helped contribute to a player being honored! Thank You So Much!" could do so much for the honor system. How awesome would that be? Instead of just getting positive feedback acknowledging that you helped inflict pain and agony on someone else's existence (by getting them punished), you can maybe get some positive feedback that you helped make someone else's life better!

  3. Automatic Detection Punishable behavior is automatically detected by the system, but what about Honorable Behavior? What if the system was able to detect your awesomeness? How awesome would that be? How many more players would be more honorable if they knew the system wasn't just looking for all their scumbag chat but was also actually noticing their efforts to be helpful?

TL;DR

I think the success of the new honor system will depend on it's ability to make honor accessible and rewarding for everyone because we deserve better than a system that is just waiting for you to step out of line so it can punish you. We need a system that can make players feel good about being awesome!

I'd like some honor to be based on damage taken, healing done and wards placed. That'll promote the team spirit.

the punishment system isnt automatic in the sense that it punishs players without reports. They still need to get reported for the system to punish them. And how would you propose to have a system that automatically honors players

It is wrong to demonize people who utilize the IFS and portray those punished by it as victims. If someone behaves in a way that is punishable, is reported for it, and then punished for it, then they brought it upon themselves by violating the ToS that we all agreed to upon installing this game. What you said there is equatable to claiming a murderer is the victim because they were tried and put in prison, and the person who called 911 on them is inflicting pain and agony on them.

Punishable behavior is automatically detected by the system

This is not true. The IFS only looks at a match that is flagged with a report. If no one on either team clicks the report button then it is never looked at by the system.

Reports are significant on a per-game basis because no one is punished on game data alone. So if there are no reports in a given game, the system assumes no one had a bad time, and there’s no reason to consider punishing a player. This means that if you play with a negative player and don’t report them, they won’t receive a punishment and likely won’t reform.

This idea is pretty awesome. I'd never thought about it, but it would be something encouraging, even if it was something that could only be sent to the last player who honored another player (similarly to how only the last player to submit a report receives a notification of punishment issued). While it would be nice for all players to see the message, I have to wonder if that might not end up as a bit of a drain on the servers to send out that many alerts/notifications if it were sent to every player. Either way, it still has a considerable merit.

One thing that made me very sad about the old/current Honor Initiative was how any player could easily lose any amount of honor in a single day, simply by altering the primary game mode they played. I spent most of seasons 3 and 4 with ribbons, they changed periodically between the colors. That all changed as soon as I began to play mostly ARAMs. Shorter matches, combined with the obvious lack of skill with many of the champions led to a significant drop in honors received and I was never able to regain my ribbons once lost.

Needless to say, I too am looking forwards to seeing what the future holds and whether it will have a significant impact on player behavior.
