Leavebuster is way too harsh
Like damn. Your client bugs out once, and it's a 5 game leavebuster? Cripes, my last failed connection was back in January. But it craps out on me today and I'm stuck with a leavebuster? Gimme a break.

If you’re leaving games once a month that’s much more frequently than your average player.
Thing about League is, if you leave a game either by choice or against your will, you're screwing over everybody who was in a game with you. This genre of games is extremely susceptible to leavers. There aren't a lot of good ways around that.
By design, Riot's Leaverbuster system makes no distinction between intentional and unintentional leaving. Their logic, which I agree with, is that by queueing up for a match you take responsibility both for seeing it through to the end AND in taking all necessary precautions to ensure a strong, stable connection. Knowingly entering games with a dodgy wifi or a glitchy client is putting your interest in playing a game ahead of the interests of your prospective teammates.
A game a month is actually pretty frequent, all things considered. I haven't left a game in... 2-3 years? A sudden storm knocked out the power in most of the city I was in, which was crazy. Even then, I probably could have avoided leaving the game if I'd just looked out the window more often, so that's still partially my fault. I didn't serve a minute of Leaverbuster though, because the system has built-in leniency and I've never come close to wasting it.
It would be very difficult for Leaverbuster to be too harsh.
If it gave a 5 game, 20 minute LPQ for every instance of going AFK, it would still be penalizing players for less time than they've wasted for other people.
You had only 166 games between your instances of going AFK. That rate will give you LPQ. To reduce or eliminate the LPQ penalty it requires approximately 250 games between each instance of going AFK.
