PUG's and random players don't care about team comp
People troll ban champions they don't want
I have never seen a whole team hover their champs before ban phase
I want to ban X champ every game just because Y
As far as I've seen this feature has caused more harm than it has been good.

That and if someone dodges after you hovered, you are more than likely to then immediately recieve another match popup/afk check, you are given the choice to either dismiss it (again, because other players dodging in champ select so often) and get punished or accept it and have the champion you wanted to play be immediately banned because teams are scrambled and someone that was previously on your team saw your rare pick.
Normally, I just ban zed/yasuo, but I've banned things based on my team comp before. Ex: if i see we have MF, xerath, taliyah hovered, I am banning an assassins. Likewise, if I see 4 juggernauts / tanks on the team, I'll ban kogmaw or vayne instead. I've banned rammus before cos we have an all AD comp.
Just because you don't use that feature, doesn't mean people don't use it.
But... you just listed how it gets unused. Wheres the harm? You basically explained how its not "good", but how has it caused "harm"?
I ban either zed or pyke every game. However, if my teammate hover them, I will ban something else. It can be useful. Without hover, all those zed/pyke one-trick/main will just be unhappy I banned them and will be forced to play the second pick or outright troll my game.
If you don't like hover, don't use it. Others know how to use it correctly.
Well as someone that frequently picks twisted fate or aurelion. I hover them 1 ban yasou and my team normally bans zed. fizz or akali. so it kinda helps.
