Why can't riot make new player experience better?

Like there is nothing in the beginning when you start playing the game to explain to new players that you would have 2 people top, 1 person mid, 2 people bot. playing any champ you want when you first start playing the game is fine, because they are now learning things, but it is clearly obvious that new players should not be forced into the jungle by some guy yelling at them in chat saying he wants to solo mid so go screw some other lane over.

If riot were to state something like that in the tutorial of the game, or bots for new players it could help them understand how the game works. No one should be jungling really because they don't have the runes and masteries to give their champion the right strength to jungle. I was watching my brother play and he had this happen in two games and new players are being confused because they don't know what is right and wrong. after reaching a certain level then the game should start explaining what jungling is. This creates a negative player experience for noobs.

I stated that the ahri could report him because he was starting to become negatively verbal. this really annoyed me of how people don't fully know how the games works at an early stage and could use a little more help.

I'm not looking for any negative comments, just some discussion of ways to help the new player experience.

as far as bot games having a jungle bot , i think riot said it would be too hard code a jungle ai, when to clear, invading, what to do if you get invaded, when to gank, etc

The "one at top, two at bottom" positioning rule is a player thing. Riot doesn't require you to play the game that way. Nor should they. But if it's determined you're purposely avoiding that line up just to bother other people, Riot will step in and tell you to knock it off.

Riot does have a few things for new people. There is an introductory video on their main page. I watched it while downloading the game the first time. And there is more than enough player generated stuff out there to give you a good idea of how to play without ever having to queue up. I came in to League after playing HotS. So, I wasn't totally unfamiliar with how to play League. You can also play against the A.I. before taking on real players. I did this to make sure I had basic understanding of how the characters play and to learn the controls.

Could Riot do more? Sure. Do they need to? Eeeh, that's a judgment call.
