These bots are getting out of hand

Okay so I'm playing on Oceania on a rather low level account and I have observed a huge issue. Bots. In a normal game there's always a pretty high chance that you'll have at least one bot on your team. Accounts with summoner names that are mostly random letters and numbers. They always take ghost and heal and when the game starts they randomly go down a lane and do their thing. During times where there aren't many players, the issue is even worse. Like wtf Riot come on. This doesn't seem like a super hard issue to fix. pls riot. pls.
