If someone is intentionally feeding and saying it in the /ALL chat like "free kills baron " does he get ban or what ????

Well, if thats his first time doing it, he might slip through. Also it might be ranked restriction or something like that if he wasnt punished before.
One would like to think so, but my faith in the tribunal system and ban system is dwindling
Simple answer is no. You can report them and then watch their match history on a site like OP.GG and clearly see that they are still playing (and playing ranked if they're eligible).
You won't really face punishment in this game unless you afk A LOT or if you say a bad word.
Riot will catch up with him.
