Why isn't this bannable?

It's clearly not as to just being new, it's literally what it is as just running it down mid. Maybe a 3rd party software to run it down mid for him to grind out the games for leveling up. Either way this is very frustrating and should be bannable instead of mediocre punishment if any, which I doubt was given.

This is sad, 8 seasons later and riot still hasn't/can't do a thing about these 3rd party "BOT" account grinders. I know it's just a bot game but it's still pretty damn annoying to deal with this overall. IMAGINE if it was a REAL game.. Hell at times it is at least in ARAM.. They say use the "report a player" function in game but this CLEARLY shows that it doesn't do jack SQUAT. Good job.

I also saw a game where they went 0-31 kayle in a NORMAL game too with no items.. So.. Reason? Excuse?
