Can you get reported for swearing/insulting in another language?
Recently I've been reported a few times for having swearing arguments in Chinese. I've gotten reported for saying 你是傻逼 and 你妈妈是狗. is that a bannable offense?

Not if they can't understand you.
I don't see why the language being spoken would change anything about what is considered punishable. I don't know if the system is actually looking at every language though. So it might take someone manually reporting in a support ticket with a translation to actually get caught, but I have little doubt that you would be punished for it.
The act is punishable regardless of the language used IMO.
Having said that......
What are the chances the other Summoners understand what you are saying? I would guess that normally you would get away with it UNLESS someone can understand it OR pick up on you using another language to get away with swearing.
My suggestion.......don't do it
