Honestly, begging teammates and enemies to report someone you dont agree with is SO dumb. It literally does nothing but fracture your team between people that think you are sensitive SJW and people that just want to play a video game without hearing people cry and BEG and PLEAD for someone who slighted you in the smallest way to be punished for it.
Asking for reports in game is already a reportable offense. But no, it should NOT be a permaban. There are many many many players who are not legit toxic, who get fed up with the actual level of toxicity on their team and make the mistake of all chat report farming. These players, if told that its a reportable offense, the instant they say it, tend to apologize and never make another statement asking for a report, once they know. That has been my experience anyway.
So, no I completely disagree.
