We now know that Riot is serious about the perma bann. For years they let toxic players get away with murder and then BAM!!! They came up with an extreme system that blindsided thousands of players. I agree that toxic game play makes things crappy for everyone and needs to be dealt with. The fact is though, toxic players had been getting the messages that they would be punished season after season with no real repercussions. Back in the day, you literally had to threaten about murder or say something so incredibly racist or discriminatory. I never thought I would have gotten banned because I was never one of those people. Majority of the time I trash talked, it was talking back to those trolls that would get into the lobby and start cursing at everyone less than a second in. I agree with the banning system, but a player that has invested as much as I have into this game on my old account and has been banned for over a year, I think deserves a second chance. When I say a second chance I mean just that. I don't mean 3rd, 4th or 5th chance. Monitor my account. If I have even 1 game with trash talking to my teammates, bann the heck out of me. I used to really enjoy this game, but without my original account it really isn't that great. If I had a second chance I would be so very grateful and the rest of the community would know all about it. I have thousands of RP sitting there that I would love to honor other positive players with because they are the people that make the game great. I love screwing up and having a fellow summoner give encouragement rather than slander. It took a fairly rude awakening to discover this but hey, you have to learn somehow. I have sent numerous messages to RIOT and frankly I am aware that my account is likely gone forever. If I did get a second chance though. Man would I not waste that. I was a collector of the coolest skins in the game and I enjoyed that about it too much. I would no risk losing that again. I like contributing to positive gameplay. It makes if fun for everyone.

Man, just writing this makes a part of me hope even more that I will get my account back someday. That would be so stinkin amazing. The event going on right now with the Omega Squad. I have the original Omega Squad Teemo that I got as a wedding gift on that account. Man that would be sweet to get back.

You don't easily get an instant perma ban. So you had atleast one 14 day ban before. That was your second chance and you will not get another one on your old account. Feel free to play on a new account and behave better, this is the only real second chance that Riot is giving to you. The perma ban is exactly what you would expect, permanent. Your old account is gone and you will never get it back, no begging will change this.

Did you receive any punishments leading up to this ban? If so, harsh as it may seem, those WERE your second chances.

If you didn't receive any punishments, I'd be interested to see your chat logs -- it's fairly unusual to be escalated immediately to a permanent punishment.

That being said, Riot does not reverse permanent bans unless they were found to be applied in error. I regretfully have to inform you that it's pretty much a certainty that the account is gone.

Also, to my knowledge, there have been no changes in how the system functions in at least a year or two. It's hardly blindsiding anyone at this point, I feel.

You won't receive your account back unless it was banned in error. From the sound of your post, it was not an error.
