Feeders/Trolls/AFK needs to be addressed by Riot

We've all climbed the ranks and ran into the feeders/trolls/AFKers. This should be addressed by Riot.
My thoughts are to allow others players to join at the average level of everyone else and with sufficient gold to purchase items if you have a feeder/troll/AFK/ Team could vote to kick a player that is doing this?

What are your thoughts on how to improve this?

Please not crying and whining, we all know it happens and it is frustrating. Looking for positive input on how this can be addressed by Riot to get this resolved.

And what do you do to prevent this "vote kick" from being abused by others?

The vote to kick is a horrible idea in a competitive atmosphere. But I will add that Riot should do something about AFKers and in general, Quitters who disconnect as well. Sure you might have a bad connection and still get punished, but if you have one and still play ranked knowingly then you deserve to be punished imo. Double their LP loss every time plus make them play blind or draft X number of times before letting them back in ranked.

Why? Because I just had 3 ranked games today, all of which had disconnects. And I ended up losing 2 out of 3 because of this but when I look them back up? Guess what? They're still playing ranked games today with barely any consequences. The punishments should be more severe.

Like rujitra suggests, whats to stop people from abusing this vote kick on someone just having a bad game? How about people keeping someone in despite actually inting.
