It's long past time players who give up in the first 5-10 minutes of the game receive some form of punishment.

but sometimes the games are over by 10 mins

Those phrases are already flagged as negative by the IFS and contribute to earning punishments.

Games can be over in champ select. and even when someone says go next they still try. They just know its over

Negative attitude is already punished, though it's pretty low on the severity scale, so it will take them a few dozen games before they get punished, and chances are you won't see the punishment notification for that.

It might take even more game at you ELO as people don't report as often.
