How isn't this player banned?

https://imgur.com/8TfOBNW This is a screenshot of the OP.GG(names redacted) of a player i played a game with on my alt account a few days ago.

The player simple picked JG walked into lane and stood still while the other team killed him repeatedly. At one point he was trying to feed my opposing laner so i decided to flash on the opposing top and take a fight. I was able to kill the opposing top laner, well i would've he was dead to my Tiger stance dot, but the inting WW made sure to last hit, then walk under tower which we weren't even close too and die to give the kill over anyway.

It's blatantly obvious what he is doing. He is inting on WW to stay Bronze so he can smurf on other champs. You can tell by his stellar .1 Kills .3 assists 6.4 deaths per game avg on the champ.

It's not even like this is a new account either. He appears to have done it S6 also. He also appears to be doing qing and has 100% or 0% win rate with the accounts he plays ranging from 5-10 matches a piece. These accounts also appear to be doing the same thing and have been for multiple seasons.

It makes me sick to see players, getting banned for saying "toxic" things and i see an account with 40+ ranked games inted it an blatant fashion like this

My final question would be why isn't this kinda stuff a major priority over banning players for being "toxic"
