Why Riot Games does not punish toxic behavior

In my last promo i was planning to go Udyr top. the person in front of me picks Udyr to troll. He then asks for veigar so we can trade and being the peaceful person i am trade it to him. He then declines and proceeds to troll me the rest of the game. We end up losing cause hes 1-9 udyr mid. Will he be banned? Of course not because Riots tribunal system is the worst out of any triple A game to date. Its literally a joke if you saw someone is getting reported. Riot would rather ban someone who is angry than someone who is Intentionally trolling and feeding. What the fix you might ask? Simple. OPEN UP THE DAMN TRIBUNAL AGAIN! i want to join so i can put these scum fuckss in their place. Please Riot Please

Riot does punish those who intentionally feed or troll, it's just that in most cases it's something that is hard to definitively prove. With chat related punishments, it's easy to prove because all the proof is right there, but feeding/trolling, it's often times much more difficult to prove because it can easily look like a bad game, so cases like these often require a manual review. Riot wants to make sure that they don't punish those who are innocent and just having a bad game, so it often requires multiple games before someone gets punished for this. It's unfortunate, yes, but they want to avoid punishing innocent players when possible.

As far as bringing back the Tribunal, the biggest problem with it was that it was very slow. Players wouldn't see a punishment for their actions until months after the incident already happened, whereas current system is capable of handing out punishments within minutes after the incident. The both have similar requirements as to what will actually lead to a punishment, but the current system is much faster in handing out punishments than the Tribunal ever was.

Is it perfect? Absolutely not. There is always room for improvement with any system. Some people may get away with toxic behavior longer than they should, but the current system does do it's job fairly well.

They do punish toxic behavior, its just that they have a very unconventional and illogical view of what is "toxic".

In Riots rules it is clearly stated that breaking the meta is not reportable. Riot is not able to see the Champion Select chat or actions unless you record it and send it to them. Even then it would probably be considered as minor and not much would happen unless there were many reports of the user doing this.
