Boosting in league of legends

Having queued with higher elo friends (diamond and plat) before, It's fairly easy to see when my lane opponent is far more skilled than me in game. However, while I normally only match against such opponents in normals, my last ranked game had a pantheon that definitely did not belong in the same elo as anyone in my team. Having looked at his match history, it feels pretty certain that he's being boosted (his entire match history consists of wins with pantheon, where he's had exceedingly good KDAs). When i looked up his account on op.gg, scrolling down a little bit reveals that he's only been playing pantheon recently, and has a ~50% win rate in ranked before that. I'm pretty sure it's against board policy to mention said player by name, but boosting takes the fun out of the game for the enemy team and also becomes a problem when the person who pays for the account starts getting matched with higher elo players and becomes a burden to his team.

Of course, people do often get high win rates while climbing, but boosted accounts are usually outliers in any statistics. While i'm not sure what riot can do to fix this issue, i'd suggest that players be allowed to report accounts they think are boosted for the tribunal to vote over, with punishments ranging from a ban from ranked to being denied season rewards - including the victorious skin and borders in loading screen. Of course, unfairly flagged accounts should be allowed to defend themselves; just my 2 cents.
