What's the penalty for swapping with someone who obviously will troll if you don't swap positions with them?

We went duo mid since I heard its a pretty severe penalty for going somewhere you weren't queued for (I was mid, Annie was Top). See where the majority of her kills and deaths are for proof. Thankfully I won, but what's to stop this from happening? Can I just swap roles with them? Will i take a LP hit?

Role swapping, as long as it is agreed upon, is allowed. Riot needs to implement a true swap, not just an agreement, but a swap like a champion swap, done before champ select.
