Does Riot punish people who deliberately try to get teammates killed?

Had a Ranked game where I was Vel'koz mid versus a Gnar. I was playing safe and just farming. I DC'd but managed to come back and was pretty much even in farm.

Our Lee SIn pings to go in on Gnar and so I do. Lee just walks off and farms jungle. I ask why ping if he's not going to go in. He tells me to stfu, that he's carrying and only ganks lanes that are winning. I was ahead of Gnar in farm but whatever. He then proceeds to flame me in all chat about how bad I am and how I'm getting carried. I ignore it and play anyway since I want to win. Then when a teamfight starts he would stand there and do nothing while an Olaf dived me. I escape and then Lee would ult kick Olaf into me. This happened twice.

We win anyway because the enemy was just really bad.

Lee continues to flame me in post game chat. I report him but honestly I don't think anything will come of it. I've never been alerted of anyone toxic being banned. And I doubt anyone in that game bothered to report Lee as well.

Sounds like that might be hard to detect. His toxic chat won't be though.

One report is the same as 9 so its OK noone Else reported him. They basicly got rid of notifications to a Level where they are as rare AS a Cow Level in Diablo 3

Well he didnt try to kill you, he probably planned to go in, but realized that enemy jungler might be close.

did you makes a support ticket with replay footage or screen shots? if not then no.
