@ Riot is it legitimate to report a player because they were toxic in post game chat?

There are a few circumstances I would like to illustrate:

-A person is fine in game but says the most toxic of toxic things in post game chat: F*** you, go die mother fu****, I hope you die tonight and get cancer, your mother is a dirty w**** who should have got an abortion, etc.

-A person presents toxicity levels that you normally wouldn't report but really crosses a line in post game chat.

I am wondering if this is a reportable offense as it does not happen IN GAME and doesn't affect said game (although it could leave a player feeling hurt).

I guess your code of conduct answers the question about bullying: "Harassing, stalking, or threatening any other users in the Game" "language that is unlawful, harmful, threatening, abusive, harassing, defamatory, vulgar, obscene, sexually explicit, or racially, ethnically, or otherwise objectionable"

In all honesty I could be reporting a player practically every game for violating one of the codes of conduct under your terms of use of which include spamming, logging out during gameplay, and vulgar language.

My main question is how seriously do you take a report if the instance happens in post game chat? It is still a part of the game and in my mind should be reported as they have violated the terms of playing said game.

Edit: I guess how would Riot know if the person had actually said something bad in post game chat. It's a he said/she said scenario.

Pre-game and Post-game chat lobbies ARE included! Though they aren't actually seen if that is what caused the person to get punished.

I'm under the assumption the person just gets punished if multiple people in the lobby report them. Rather than riot checking the chat record (I've gotten punish messages in less than 3 minutes despite toxic games being an hour) they just go by the player report quanity that person has recently recieved.
