Any 3rd party program CAN result in a ban, since the Riot policy can change -- be wary.
That said, I'd be extra cautious here, since those programs actually interfere with the game data itself by presenting you with a different visual, which COULD be used to gain an advantage (making enemies more visible, for example). I'd avoid it, personally.

You should always excercise caution with third-party programs, however, as unless you are a coder and it's an open source program, you actually have no idea what you're installing on your system.
Riot holds the right to ban you for using third party applications with their games, regardless of what they do. They typically only do so if you are using them to give yourself and advantage though, personally before I downloaded anything I would make sure you researched the program in question very, very well. There are some custom skin programs that come installed with scripts and Riot will ban those on sight even if you don't use the scripts that are in them.
Probably not m8, if you do get banned probably just submit a support ticket and if they really don't like it then uninstall whatever 3rd party software it is. Rito support actually responds pretty quickly so it should be chill.
I don't think they'd care if you used it on the PBE server, but it does get around paying for skins. It's likely to net you a punishment, although I don't think it's a permaban if it's your first offense. They violate the TOS, but they aren't as bad as scripting apps.
You can use skins, however, depending on the program that's used to change the skins will depend on if you get banned.
For the longest time I used Wooxy for a map change and another program to change skins. I was never banned for it because neither gave an advantage, it only changed skins.
However, some programs may add features that CAN give you an unfair advantage. For example, back before we had timers, Curse(I think) was a bannable program due to it giving jungle timers which resulted in an unfair advantage against those not using Curse. As such, I believe Curse ended up removing the timers and then being allowed to be used.
