Why can you not report someone in the lobby?

I think you should be able to report someone in the pre game lobby because I keep getting autofilled trolls banning my champs because I refuse to give them my role. I obviously dodge these games because a troll on my team and not being able to play the champ I want is really bad for my team. Yet why can I not report them before I dodge so I don't just get a queue dodge timer and they go unpunished?
