I wrote an after game report, which I almost never do because I understand that this is a place where people can come to blow off some steam and vent, but this was bad enough that I am coming to you on the forums to get his ban expedited. I played with a jhin named "<removed by moderation>" who straight up ran at the enemy draven level 1 at half health and died and then raged and refused to lane until his support left his lane and then he proceeded to int and rage and tell his teammates to "hang themselves". I hope this catches your attention. The game in question took place on the 14th of May

Dunno why you'd expect posting this on the forums to "expedite" anything. Naming and shaming is explicitly against the rules.

As per the Universal Rules, player reporting is not allowed here on the boards. I've gone ahead and removed the summoner's name, as it falls under the "Name and Shame" rule.

I know it sucks to encounter these types of players, but I encourage you to use the post-game report system, as you stated that you have. That is the most effective way to report this type of in-game behavior

If you submitted a report in the post-game lobby, then the match has already been reviewed by the Instant Feedback System. From the Instant Feedback System FAQs:

PUNISHMENTS GENERALLY FOLLOW A BASIC ESCALATION PATH:

  • First Offense: 10 Game Chat Restriction
  • Second Offense: 25 Game Chat Restriction
  • Third Offense: Two Week Suspension
  • Fourth Offense: Permanent Suspension

However, it is possible to skip to a Two Week or Permanent suspension based on the severity of the behavior in the game. Excessive negative behavior can result in a Two-Week or Permanent suspension at any time without having a chat restriction on the account.

Depending on which report categories you selected, he may or may not have been issued a punishment already. If you reported him for verbal abuse/harassment, and he had not had a prior punishment, then it is possible that he was only issued a chat restriction. Without seeing the actual logs of the match, it's hard to say whether they would have been considered so egregiously negative as to warrant an escalation to a ban. Use of hate speech, threats, or instructions to self-harm can be a cause for escalation, as Riot does have a very strict policy with regards to these.

Something else to keep in mind, only the player who submits the final report that leads to a punishment will see the alert saying that the player has been punished. So, if other players in that match reported him and their reports were submitted after yours, then it is possible that they received the alert. I can see from looking him on up op.gg that he has not been issued a 14 day or permanent suspension, but that does not mean that he was not issued a chat restriction for his actions. While we as players have the right to report other players for actions which ruin our gaming experience, it is Riot's decision how to act upon those reports; to punish if a punishment is needed, and to decide which punishment to issue.

It may not be what you want to hear, but unfortunately, here on the Boards, we are simply other players, and we cannot actually expedite any punishments. We, along with the Arbiters and Riot employees who peruse the boards, simply come here to answer questions about why a punishment was issued, and give advice on how to prevent punishments in the future. The only direct methods of contacting Riot are through the post-game reporting, which you have done, and through tickets to Player Support. You do have the option of submitting a ticket to Support if you ever have any additional information, such as screenshots, to supplement a report; however, be advised that Support cannot discuss any personal details of another account with you. They will thank you for the information, and will add it to the file for that account, but will tell you that they cannot discuss what, if any, action is to be taken based upon it. It's due to the privacy policy, and it makes sense as none of us would want them giving out information like that to someone else about us if the situation were reversed.
