Protest for the excessive tolerance for the toxic flamers who ruin this game!

The last player i reported flamed me in game, calling me retard and idiot several times and i did not flamed him in response during that game. After the game he flamed me in private chat calling me again retarded and garbage. Surely the chat in game is saved in Riot database and i guess that private chat too, so i don't need to screenshot, and i hope they gave him chat restriction at least. My purpose with this topic is to protest for the fact that the administrators of this game do not ban who really deserves it. The really toxic players with no respect for the others and education, the ones who thinks to be better people because they play better LoL. This kind of kids who thinks to be mature and to be right to offend the others when not provoked, THEY are the real garbage of this game. The frustrated ones who tell the others retard and idiot cause "YOU DID NOT HIT THE ELDER" and overwhelming stupidities of this kind. And i think that the administrator of this game do not punish them enought. Tell me; you chat restrict the ones who intentional feed but respect the others, and you do not do the same with the toxic frustrated kids who REALLY deserves not to write more in the chat? Is this your idea of right punishment? You can do a good job with the game, but if you let the community to be populated by such people only to gain more money from the shop, you really are bad.
