Do people still get punished when you report them BUT no 'thanks for reporting' notification?

called me a 'fkin n****' and said he ***** my mother. The fact that we were actually playing fine the whole game and were winning, but one team fight lost triggered him to say this (mental issues prob). Obviously I reported him, but never got a notification. Does that mean he didn't get punished?

Yes, players can be punished even if you don't get the IFS message. That notification is very inconsistent and you might not ever get it, best course of action is to just report and move on :p

As far as I understand, you only get that notification for a quick-action ban/suspension. Things like reporting someone for spouting racial epithets, etc. They get reviewed with high priority and decisions are made quickly, so you get the notification because the report was recent. In more general cases, where players accumulate reports over time that show a pattern of toxicity, the process takes longer and is deliberated more, so no notification is given to the (multiple) reporters.

The best thing man is to report him after game and create a ticket about this particular player. Riot will have everything they need to deal with the player.
