Reporting or blocking should reduce the chances of that person from being in your game.

I had a Lucian go afk in base at 20 min because he thought the game was unwinnable. Typed the entire time being toxic and generally a jerk. I report him for afking and he says he reports me. Then I get in the next lobby and there he is in the jungle position, the entire lobby screaming at me to not feed and to let him carry. He then proceeds to do exactly what I expected, he gave up almost immediately. His plays were awful and borderline inted every chance he got. I just want to know why blocking or reporting someone doesnt remove or at least reduce the chances of you getting in a game with said person. There has to be a way to get around people just reporting or blocking people who are good just so you dont get in a lobby with them. Thanks for the read. Sorry if what I said was kinda stupid.

This cant be allowed. It used to be in overwatch and broke matchmaking so hard blizzard had to remove it.

Nope. You cannot give players any type of control over what happens to other players in queue. You have control over yourself in queue already - you can dodge.
