Report System Spotlight

So after Nunu support, Free Tyler1, a very confusing post about report calling and being reported a hundred times for loosing lane, I'm starting think Rito should make one of these and stick it in the client next to Overview/News/Patchnotes

Some points to address: -What exactly qualifies as "Verbal Abuse" -Weird off-meta picks -Report calling (how can the system know when it's justified?) -Vigilante flaming -Role stealing -How to report boosting -GGEZ (do I report this or write it whenever I kill a Teemo?)
