Sitting here trying to gather all my thoughts about this topic, boils my blood. I just got held ransom by a duo que bot lane (Lux/teemo) this should say enough. Now this is going to be the primary example for my thesis. i'm going to cut the end of the game to let you know that they collectively went 3/20, which was more than half the deaths on our team. Rewinding to mid game, this duo que didn't surrender vote and held my game ransom. They did absolutely nothing, i know 3v5 gets thrown around a lot. but i could not be more serious. A complete waste of time, a complete waste of winning lane, a complete waste of even queing up to play. Why would i waste my time or even remotely try to win the game or play at a high level. When my game can get held ransom by these complete trash toxic players. I garrentee you, theses players wont get punished because riot doesn't do anything but let there shitty algorithm auto chat restrict people which does nothing. YOU ARE A MULTI BILLION DOLLAR COMPANY, hire a few people to read chat logs its not that hard. Back to the topic, now this is minor toxicity compare to what can happen and what i have been through. however that isn't an excuse for players to legitimately treat the game like nothing when there are many players that want to improve and not be toxic ect. All of that is just trumped by the scum that flows through this community. Stop being scared riot put your boot down, banning one troll or chat restricting a player that is upfront and "aggressive" in chat" because he is passionate about the game, so he looses his temper due to people treating your easy win like a monkeys jungle gym.
