Riot, I experienced toxicity and reported it, so why am I being punished and the toxic ones aren't.

Today, I was just coming off a chat restrict. I know this doesn't seem to help my case, but, I think it may have something to do with why I got another, longer one, just a few games later. So I got a new Wukong skin, never tried the champ, and decided to do so in blind. I go in and oh boy, an Aatrox support on my team. I didn't get mad at first, I'm pretty sure I even said before the game that I thought the pick was neat. Turns out, that Aatrox and his duo partner would flame me and be toxic to no end for the rest of the match. So I messed up a little and died in their lane which was losing before i stepped foot in it. They get ticked off from this, and then next time I come to gank after I get a little stronger, they don't help at all, on purpose, with full health they recall under turret and say "no" . Now if they did help, I would have gotten off with one kill, but they didn't, and I said "are u really that petty?". After my comment, the flame erupted. They called me re**ded, said I was molested by my dad as a kid, called me a cnt, told me to go f*ck myself. I laughed it off and told them "have fun grinding new accounts up" and they said "we do this all the time, we never get banned" I didn't believe them at first, but it was true. After the game, I reported both for verbal abuse and hate speech. Still haven't gotten a notification saying you've taken action. I don't know how to check the chat logs when I haven't been banned but I did swear at all. Guess what I got.

A 25 Game chat restriction.

I guarantee this has something to do with me literally just getting off a chat restrict, but does this seriously mean that if you've been toxic you can't report someone being toxic to you?

Punishments are not a zero sum system. Meaning, just because one person gets punished by the system doesn't mean that another person in the same game wont be punished for their behavior.

Each person is judged based on their own behavior and past punishment history. The notification system is spotty at best. Not getting it doesn't mean that they weren't punished or that game didn't contribute towards a punishment.

Um so from what I am reading and from my experiences, you are probably on their radar since you are on chat restrictions so you are more likely to get in trouble. When I say anything toxic on an account without any chat restriction history, it tends to be swept under the rug more.

Not sure if you are aware but the report notifications don't always show. It kind of sucks and i think the report notification should either always show or never at all, but that's how it works.

What I do now is i just don't type at all in chat because that's the easiest way to get in trouble in league. It's basically a ban trap more than a communication device. Especially nowadays how you can do most communication without typing. I can play a really good game with all chat, emotes, pings muted. I wish I could mute dance animations too because some will spam those if they think you muted their emotes and pings. And in the case i have a person who is not trying to win and purposely trying to make their team lose by standing still and constantly dying unfavorable fights intentionally just to try to get me mad, i just leave the game. I'm not trying to condone leaving the game, but the punishments for leaving are a lot less harsh than ever typing in chat coming from a person who has been permabanned multiple times. I think the biggest reason i ever got mad in league was that i was trying and someone wasn't and i was forced to play. But now i just leave the game and it feels great because i dont have to deal with trolls or afks anymore. If someone wants to rage quit afk i just leave as well. If someone wants to troll and make me lose, i just leave so they are forced to play and troll no one while im gone and not suffering playing a losing game.
